The defending African champions, who have yet to name a new coach following the recent departure of Stephen Keshi, have recalled a number of players who missed out on the World Cup in Brazil.
The country's football governing body is, however, hopeful of securing Keshi's return to the Super Eagles helm ahead of the crucial qualifiers.
Commenting on the decision to name a 23-squad despite not having a coach, NFF spokesman Ademola Olajire told BBC Sport: "It is right for us to alert the players and their clubs.
"These are crucial games and qualifying for the African Cup of Nations is the focus right now because defending the African title starts in September with the qualifiers."
